Negotiations are underway between Border Patrol and Friendship Park advocates on the plans to rebuild the fence in the Friendship Circle area this summer. When the secondary fence was erected in 2009 Friendship Park, a traditional meeting place for families on both sides of the border, was initially off limits to the public. It eventually reopened on a limited basis and with additional barriers that keep visitors from getting close to the fence. (Howard Lipin / Union-Tribune)
